Updated List: Every Known Florida School District Book Ban, July 2021 Through June 2023

A list of every known book ban instituted in Florida public school districts since July 1, 2021.

Update published October 17, 2023: In late September of this year, the writers' advocacy nonprofit PEN America released "Banned in the USA: The Mounting Pressure to Censor," a new report that bestowed upon Florida a dubious distinction: the nation's leader in school district book banning.

According to the report, public school districts in the Sunshine State logged a whopping 1,406 book bans during the 2022-2023 school year, surpassing reigning censorship champ Texas by a wide margin.

As part of our ongoing coverage of the state's censorship efforts, New Times has published PEN's list of banned Florida titles as updates were made available. Initially, we did so in separate installments. But two years in, we have opted to merge the information into a single list to give a more useful view of the cumulative impact.

That said, no list can be current or complete. Put simply, various mechanisms of school book bans make comprehensive tracking across Florida's 67 counties an exercise in futility.

PEN America derives its Florida data from the Florida Freedom to Read Project (FFTRP), a parent-led nonprofit that ceaselessly files public records requests, school district by school district, to document the complaints that precipitate book removals.

But thanks to legislation enacted by Florida's Republican legislative supermajority during the DeSantis administration, literally countless books are pre-emptively being removed from school shelves, FFTRP cofounder Stephana Ferrell explains.

"What we are seeing now is that these books are being quietly removed at a local level," Ferrell explains. "They're going through their media centers and removing the books without objections because according to new law, they're prohibited or are no longer age-appropriate. It's in response to laws — this is pretty much the definition of a ban."

It also makes it impossible to measure precisely how pervasive the statewide censorship movement has become.

"Unfortunately, we have reached a stage in the battle against censorship where it's almost impossible to track what's being kept off the shelves because of fear and what schools will not be ordering in the future for the same reason," Ferrell says. "And right now they're doing a lot of it without a paper trail."

Florida's been banning a lot of things these days.

From an AP African American studies course to classroom gender-identity discussions to TikTok on university phones, Gov. Ron DeSantis' administration and the state's Republican-dominated legislature have instituted a dizzying number of regulations restricting what Floridians can say, read, and scroll through mindlessly. It's part of a nationwide push by conservative politicians to draw their battle lines in the culture wars and signal to their constituency that they're decidedly anti-woke.

Still, there's one item school districts in Florida appear to have consistently banned more than almost any other U.S. state: books.

The nation has seen a surge in book bans over the past two years as parents, conservative activists, and elected officials have flooded school districts with requests to wipe scores of titles from classrooms and libraries — with Florida still leading the pack in such incidents.

After more than 200 books were banned in various school districts across Florida between the summer of 2021 and 2022, districts continued the crackdown, instituting 357 more bans between July and December 2022, according to the nonprofit organization PEN America. The organization reports that Florida had the second-highest number of book-banning incidents in the nation during that period, trailing only Texas. [Editor's note: The nonprofit logs its tally by the ban, not by the book title; in other words, if ten school districts ban the same book, PEN America reports that as ten bans.]

The surge in the removal of books — many of which are about race, sexuality, sexual orientation, and gender identity — came amid a flurry of new Florida laws such as the Stop WOKE Act, which restricts teaching about systemic racism in schools, and the so-called "Don't Say Gay" bill, which bans instruction involving gender identity and sexual orientation before fourth grade (recently extended, in large part, through the end of high school under a new Florida Department of Education rule).

While the new laws don't ban specific titles, they've opened the door for activists to challenge dozens of books in Florida schoolhouses on the grounds that they contain non-compliant content. The new laws and administrative rules have been cited by teachers, librarians, administrators, and parents alike as the reason for books being removed from school shelves.

Fear of tempting the wrath of parents or the Florida Department of Education has left many educators walking on eggshells. The state currently mandates that librarians undergo training to avoid selecting books that violate Florida regulations and to "err on the side of caution" when selecting materials.

Florida has argued in court that the "Don't Say Gay" bill applies only to classroom materials. But in practice, some county officials have been readily restricting access to school library books based on challenges mirroring the bill. Meanwhile, Florida is requiring local librarians to ensure "alignment to state academic standards" and to weed out school books that subject children to "indoctrination," a term used by the governor and his supporters to justify passing restrictions on LGBTQ-related content.

"Because the laws are vague, everybody's confused, and everybody's a little scared," Reagan Miller, a mom and leader of the Florida Freedom to Read Project, told Education Week.

During a March press conference, DeSantis showed an audience in Tampa clips of books, including graphic novels with sexual images, which he claimed were found in Florida public schools. He said his administration was only trying to remove inappropriate materials from classrooms and that the media was perpetuating a "book-ban hoax."

"[Parents] have procedures where they can say, 'Wait a minute... that is pornographic. Why would we have that in a media center with 10-year-old students?'" DeSantis said.

PEN America's chief executive Suzanne Nossel responded in a statement, saying the "approaches and methods being legislated statewide go far beyond any conceivable effort in service" of the governor's stated goal of removing sexualized texts.

"Have some schools been overly cautious? Quite possibly," Nossel continued. "But that is how censorship works — it sweeps up not just material directly banned but also exerts a well-documented 'chilling effect' whereby a wider circle of books and ideas are off limits to avoid risk of punishment."

Picking up where we left off, here's a list of books banned in Florida's school districts since July 2022, according to PEN America. Among them, you'll find titles by Pulitzer Prize-winning author Toni Morrison, satirical novelist Kurt Vonnegut, and prominent Canadian author and poet Margaret Atwood.

The list below contains all banned titles from July 1, 2021, through June 30, 2023, listed alphabetically by county and the last name of the book's primary author.

In addition to outright removals of books from classrooms and libraries, PEN America's definition of a book ban includes instances in which student access to a book is restricted. The banned book list also includes books that were removed or restricted pending review of a challenge to their content.

"School book bans take varied forms, and can include prohibitions on books in libraries or classrooms, as well as a range of other restrictions, some of which may be temporary. For example, if a book that was previously available to all now requires parental permission, or is restricted to a higher grade level than educators initially determined, that is a ban," PEN America notes on its website.

It's important to bear in mind that PEN America keeps score by the ban, not by the title. That means Toni Morrison's first novel, The Bluest Eye, which has been banned in Broward, Clay, Collier, Duval, Escambia, Hamilton, Highlands, Marion, Martin, Okaloosa, Pinellas, and Volusia counties, counts as 12 separate bans.

Public libraries are targeted by book bans too. Why focus on schools?

PEN and FFTRP emphasize that it's the job of educators and school librarians to choose books that are appropriate and/or essential for K-12 students.

That's not based on a political stance. It's federal law — see, for example, the U.S. Supreme Court's decision in Board of Education, Island Trees Union Free School District No. 26 v. Pico by Pico.

It's also enshrined in Florida Statute 1000.02, which explicitly states, "It is the policy of the Legislature...[t]o ensure that independent education institutions and home education programs maintain their independence, autonomy, and nongovernmental status." (The statute goes on to set forth that from early childhood through graduate school, Floridians are entitled to "a system that is student-centered in every facet," that "maximizes education access" and "safeguards equity," and that "provides for local operational flexibility.")

What constitutes a school book ban?

For purposes of its censorship report, PEN America defines a school book ban as "any action taken against a book based on its content and as a result of parent or community challenges, administrative decisions, or in response to direct or threatened action by lawmakers or other governmental officials, that leads to a previously accessible book being either completely removed from availability to students, or where access to a book is restricted or diminished."

"In the life of a kid, a month of school — it's like dog years," PEN America consultant Tasslyn Magnusson tells New Times. "So much can happen."

Shouldn't I be able to protect my kids from material that conflicts with what they're taught at home?

Florida Statute 1014 already explicitly provides for that. By law, any parent can exempt their child from coursework or classroom material they deem objectionable, simply by informing the school administration.

"A duty of parents is to set limits for their own kids," says FFTRP's Ferrell, who is a parent of two grade schoolers. "There is nothing stopping us from doing this."

But Gov. DeSantis and his servile legislators have contrived to turn Statute 1000.02 on its ear, making way for the tiniest minority in a community — a minority of one — to decide that what one person deems unacceptable for their child is by extension unacceptable for all students. And all too often, that minority is recruited by right-wing extremist organizations, including so-called parental rights groups like Florida-based Moms for Liberty in particular.

"Public education serves all families," says Ferrell. "These are American values that are not partisan. All students should have access to the material they want to learn," regardless of whether the subject is sex education, the rise of slavery in the New World, or the Civil War. "We don't have the right to restrict all children. It stops at our own."

Why isn't my school district on this list?

While it's tempting to believe that a sizable swath of Florida counties — and red-tilting ones at that — has refrained from banning books in schools, Occam's razor suggests something else is at play here.

FFTRP's Stephana Ferrell cites two probable explanations: 1) These are counties where bans leave no paper trail; or 2) these counties are so far to the right that their schools self-censor, making complaints moot. 

Why all the duplicate titles?

You will notice that some books have been banned by an individual district more than once. That indicates that the book in question was banned, then reinstated without generating any publicly available record, and then subjected to a subsequent complaint and ban.

Why the Holy Bible entries?

According to FFTRP, those appear to be instances where someone opposed to book bans attempts to "test" the process by lodging a complaint about the Bible to "prove" that the system is rigged — i.e., that a school district won't remove the text pending an investigation. Some districts might indeed disregard or otherwise dismiss such complaints, but others seem to have given them equal weight. That would also explain the presence on the list of other books with the word bible in the title.

"People have attempted to ban the Bible to make a point," Stephana Ferrell notes. "We don't encourage people to double down when the end game for this censorship movement is to sow enough distrust that it leads to the full destruction of public education."
